The overall aim of Club Licensing at NZF is to raise the level of club football throughout New Zealand. With this in mind, four main goals have been developed:
- Understand and safeguard club football in New Zealand;
- Raise the level of professionalism in club football through strengthening their facilities, structures, administration and technical and sporting development;
- Identify and share best club practices in New Zealand;
- Formalize requirements for participation in domestic and regional club competitions.

The criteria described in these regulations are minimum requirements. Clubs may surpass the minimum requirements and report attainment of higher quality standards for any of the criteria if they wish to do so.
NATIONAL CRITERIA
The national criteria are graded into four subcategories, defined as follows:
- National “Y” Criteria: Regional Youth Leagues: the fundamental items and procedures that are expected of every club that participates in, or that aspires to participate in, Regional Youth Leagues. In order to obtain a Regional Youth League Club License, a Club must hold a Regional League Club License or National League Club License.
- National “C” Criteria: Regional Leagues: the fundamental items and procedures that clubs must meet in order to be eligible for a Regional League Club License.
- National “B” Criteria: National Leagues: the fundamental items and procedures that are required of every club that participates in, or that aspires to participate in, NZF’s National Leagues and that must be met, in addition to the National “C” Criteria, in order to be eligible for a National League Club License. Certain “B” Criteria may become part of the “C” Criteria at a later stage.
